WebThe problem is that the traffic AI decides the entire path a car will take from start to finish (lanes and all) before the car spawns. The car then follows this path and will not deviate from it. So cars will not switch lanes to pass or use an open lane. This was a core design choice done to save a lot of CPU time.

There is something going on further down the the road that either forces trafiic to use the one lane, or all traffic wants to use that lane to go to a specific place.
